How do you open a vehicle rental business in France?

By Jean-Michel Boni - updated 18 September 2026

Short answer

Renting vehicles without a driver is not a regulated activity in France: no licence or professional qualification is required, unlike passenger transport with a driver. The steps are those of setting up an ordinary commercial company: choose a legal structure, register through the one-stop business formalities portal (guichet unique), declare an activity under APE code 77.11A for short-term rental of light vehicles, take out fleet insurance that covers rental use, finance the vehicles, then put rental agreements, inspections and invoicing in place.

Key facts

  • Renting out vehicles without a driver requires neither a licence nor a transport qualification in France.
  • Registration through the INPI one-stop portal (formalites.entreprises.gouv.fr) since 2023.
  • Reference APE code: 77.11A (short-term rental of cars and light motor vehicles); 77.11B for long-term rental.
  • Insurance is the real sticking point: a standard car policy does not cover renting the vehicle out.

The seven steps, in order

  1. Define your offer before anything else. What type of vehicles, what average rental length, what customers (private individuals, businesses, insurers, dealerships)? The business model for leisure van rental has nothing in common with that of removal vans.
  2. Choose the legal structure. SASU, SARL or EURL, depending on your situation and whether you need to bring in partners. See the comparison of legal structures on entreprendre.service-public.fr.
  3. Register the company on the one-stop business formalities portal (guichet unique): it has been the single entry point since 2023, whatever your sector.
  4. Declare the right activity. The APE code is assigned by INSEE based on your declaration: 77.11A for short-term rental of light vehicles, 77.11B for long-term rental, 77.12Z for trucks. A wrong code later complicates insurance and financing.
  5. Take out insurance before buying the first vehicle. This is the step that sinks projects. A vehicle offered for rent must be covered by a policy that explicitly provides for it; compulsory third-party liability insurance is set out in article L211-1 of the French Insurance Code.
  6. Finance the fleet. Cash purchase, loan, lease with purchase option (LOA) or long-term lease (LLD): each option changes your balance sheet, your cash flow and your ability to renew. Ask your accountant to cost the options before signing.
  7. Set up operations. General rental terms, a standard rental agreement, an inspection procedure, payment collection and security deposit, invoicing. This is where software comes in, and not before.

Start-up budget, item by item

We do not give a total figure: it depends entirely on the number and type of vehicles, and any single figure would be wrong. Here, however, is the full list of items to cost, which no business plan should leave out.

  • Vehicles: by far the largest item, depending on the financing method chosen.
  • Fleet insurance specific to rental, generally more expensive than standard business car insurance.
  • Premises, secure parking and its surveillance.
  • Company formation and registration fees.
  • Vehicle preparation: cleaning, equipment, branding, routine maintenance.
  • Management software and online payment collection.
  • The booking website and local visibility.
  • Working capital: the first seasons are uneven, and repairs come before revenue.

The three pitfalls of the first year

  • Underestimating downtime. A vehicle under repair earns nothing but still costs money. Real utilisation is always lower than the rate in the business plan.
  • Not taking a security deposit. Without a deposit, damage becomes a straight loss. With a deposit but without a dated condition report, agreed by both parties and intact, it becomes a dispute.
  • Depending on a single channel. A marketplace brings immediate volume, but it takes a commission and keeps the customer relationship. Build your own booking channel in parallel from the start, even a small one.

Frequently asked questions

Do you need a licence to rent out cars in France?

No. Renting vehicles without a driver is not a regulated activity: no licence, professional qualification or diploma is required. It is passenger transport with a driver that is regulated.

Which APE code applies to vehicle rental?

77.11A for short-term rental of cars and light motor vehicles, 77.11B for long-term rental, 77.12Z for trucks. INSEE assigns the code based on the activity you declare.

Can you rent out your own vehicles as a micro-entrepreneur?

It is legally possible for renting out goods, but the revenue ceilings and the inability to depreciate the vehicles quickly make the micro-entrepreneur scheme (auto-entrepreneur) unsuitable once you have several vehicles. Have an accountant settle this point before you register.

How many vehicles do you need to start?

There is no regulatory minimum. Many businesses start with two to five vehicles, which lets them test local demand without tying up a lot of cash.
